These plans can either be designed as a stand-alone HRA (Health Reimbursement Arrangement), or as a MERP (Medical Expense Reimbursement Plan) paired with either a Section 125 Premium Only Plan or a Section 125 Flexible Benefits Plan. If any of the funds are to be carried over to a subsequent year, the HRA design must be used.
